Parliamentary Committee on ICT has this morning permited the National Information Technology Authority Uganda (NITA-U) to carry on with the National Backbone Infrastructure – Missing Links Project.
In a session that was hosted to update on the enquiries raised on Uganda’s Missing Links project.
The Government of Uganda (GoU), through NITA-U, is implementing the National Data Transmission Backbone Infrastructure and e-Government Infrastructure (NBI/EGI) project to connect all major towns across the country including Government Ministries, Departments and Agencies via an optical fiber cable network so as to reduce the cost of public administration, support delivery of secure e-Government services as well as enhance communications services in the country.
Following the successful completion of Phases I – III of the NBI/EGI Project, as part of a deliberate effort to ensure the network is able to consistently provide 99.9%, the Missing Links project was started upon. The Missing Links project details laying out of concentric rings connected through optical fiber cable that will ensure self-resilient National Communications Infrastructure.
Following up on queries raised by the Budadiri County West Member of Parliament, Hon. Nandala Mafabi, specific to the Missing Links project, NITA-U was requested to provide responses to the queries raised.
During this morning’s discussion, the Chairperson of the ICT Committee, Hon Annette Nyakecho welcomed views from the committee members on how to proceed in-light of two letters from the World Bank and the Public Procurement and Disposal of Public Assets Authority that provided guidance that the procurement was ongoing and the Evaluation report wasn’t available to enable the investigation into the allegations made. It was further noted that according to Paragraph 24.7 of the World Bank Guidelines 2014, NITA-U is barred from sharing information in any form relating to the evaluation until the publication of the award of the contract.
It was therefore against this background that the Parliamentary ICT Committee Chairperson directed that NITA-U be excused from the meeting and would be invited back once the Missing Links procurement process had been concluded.
NITA-U welcomes this guidance from the Parliamentary ICT committee, World Bank and the Public Procurement and Disposal of Public Assets Authority (PPDA) as it will allow for the conclusion of the procurement process of the national strategic project, Missing Links.
The expected benefits of this project include:
• Improve redundancy for the existing National Data Transmission Backbone Infrastructure (NBI) by creating more rings on the NBI and create redundant routes across the country geographically.
• Extend the reach of the NBI/EGI to other major towns and regions that are not covered under the current scope of Phase I – III. It was a process undertaken over several years and borne out of existing high level requirements to cover the West Nile and some of the Northern Uganda Regions not covered in previous phases.
• Extend connectivity to the major border points across the country and achieve the objective of regional connectivity.
NITA-U remains steadfast in its resolve in collectively driving economic development in Uganda through the leveraging of ICT an enabler to spur growth and improve livelihoods across the nation.

The taxi hailing business in Uganda is increasingly becoming quite fierce since Uber paved the way for others in June 2016. Since then, a number of taxi hailing companies have popped up to try getting a sizeable piece in the taxi business in Uganda.
Mondo ride has not yet officially launched in Uganda but has already done underground establishments and driver/rider sign-ups in Uganda and has started rolling offers to woo as much users to join the kenyan based platform.

MTN Uganda made its pitch to the young, tech-savvy growing population through a new proposition, MTN Pulse. Uganda’s population demographics indicate that Uganda has one of the youngest populations in the world. According to the Uganda Bureau of Statistics (UBOS) at least 77% of Uganda’s population is under 30 years. Little Cab, the ride-hailing app that is increasingly giving Uber a run for its money in Kenya could be on it’s way to Uganda.
The Kenyan ride-hailing app Little Cabs, which is backed by giant telecom operator Safaricom, was considering expansion into Nigeria or Uganda in the first quarter of 2017 but that never got to see the light of the day.
“We plan to go by the first quarter of next year. Most probably it will be either Nigeria or Uganda. We are thinking of one of the two countries,” Kamal Budhabhatti, chief executive of Craft Silicon, told Reuters early last year.
Little Cabs was launched by Safaricom and Nairobi software firm Craft Silicon in July to compete with Uber. Safaricom essentially launched Little Cab as a competitor to Uber, with cheaper and more localized solutions. If you have been struggling to exercise, there is a simple remedy for that – stop doing any exercise you loathe, and only undertake those sports you enjoy doing. You may have decided that you do not enjoy any sort of physical activity, but that’s not true. You haven’t yet discovered what you enjoy doing. There are huge variations in how different people enjoy physical activity, but it’s difficult to say that you were born hating any and all activity. The hatred for any form of exercise is learned through the development of negative emotional relationships, most of the time unintentionally, due to past negative experiences.
Expectations and beliefs about the results of exercise
The expectations and beliefs that one holds about exercise can probably enhance, or at times hinder, its benefits. Two groups of people were observed doing exercise. One group was informed that their physical activity was sufficient to meet government guidelines. This group’s results were impressive, and they portrayed better physical change than the other group who performed the same activity at the same level but were not told anything about their activity meeting or not meeting predetermined guidelines.
Exercise, as everything else in life, will prove terrible or unbearable if you convince yourself that it is bad and you will not like it. When you convince yourself that it is for the betterment of your life, exercise seems to get easy and fun to do.
Exercise is affected by physiological factors that emanate from your attitude. In addition, there are probably other intangible factors that also affect exercise. Failure to enjoy an activity or finding an activity miserable can dampen motivation and prevent you from putting in a little effort. Over a long time, this results in great transformation. To guarantee that you to exercise all your life, learn to enjoy exercise. Try new things – enroll for a new training class, do activities with a different person or get a pet that will require daily walks, until you find that one activity that you enjoy and can do with a smile almost effortlessly.

Taxify has today launched its boda boda feature on the Taxify app today in Kampala, Uganda with hundreds of boda boda riders signed up to the platform and ready to accept rides anywhere in the city.
“At Taxify, we are always sensitive to the needs of local markets. Our main goal is to provide the most convenient, affordable and reliable way to move from place to place within cities.
Boda is a good product for the people of Kampala as it fits well into the culture and is a category that has great potential to provide a steady source of income to many people in Uganda.” Shivachi Muleji, East Africa’s Regional Supply Manager, said.
Taxify has taken measures to ensure that certain guidelines are followed to protect both the boda boda riders and the passengers by carrying out due diligence pre-trip, first aid training for riders and providing rider gear (helmets, first aid kit and reflector jackets). “We most certainly believe that these trainings will equip boda boda riders to handle any situation that arises in their day to day work and will emphasize on the importance of driving safely” added Shivachi.

Taxify believes in treating its drivers with respect, allowing them to earn more than what they receive on other platforms and providing a range of safeguards and features that help them work in the way that suits them best. Taxify Boda will charge 500 UGX Base fare, 70 UGX per Minute, 400 UGX per KM, and 1000 UGX Minimum Fare.
Proper registration is a requirement for riders to join the platform and Taxify is working closely with government agencies to enable boda riders go through the registration process smoothly which also helps ensure safety and reliability.

Dei Technologies International the technology arm of Dei Group of Companies International Limited (DGCIL) has written a letter with an intention to acquire Vodafone Uganda Limited.
Vodafone Uganda has been a subject in the media lately with pundits and news floating around indicating that they could close shop before end of January or early February, fanning uncertainty in the internet service market. It was also noted that Vodafone has since closed most of its outlet points at Metroplex Shopping Mall, Victoria Mall Entebbe and Freedom City.
In a letter dated 01-02-2018, Dei Technologies confirms that it is ready and willing to engage in any discussions that may lead to the purchase of Vodafone. Dei Technologies International intends to acquire Vodafone including its offices, warehouses, shops, equipment, its brand identity and logo as well as customer lists.
The details of the financial statements and tax returns as well as the customer lists before finalizing the purchase and giving the deposit shall be discussed.
Dei Group is a consortium of companies dealing in mining, manufacturing, value addition, food processing, oil and gas, medicine research, import and export, farming and ICT. NITA-U hosted by the Parliamentary Committee on ICT to update on the progress of the Uganda’s National Backbone Infrastructure
This morning, the National Information Technology Authority Uganda (NITA-U) was hosted by the Parliamentary Committee on ICT to appraise them on Uganda’s Missing Links Project.
The Government of Uganda (GoU), through NITA-U, is implementing the National Data Transmission Backbone Infrastructure and e-Government Infrastructure (NBI/EGI) project to connect all major towns across the country including Government Ministries,Departments and Agencies via an optical fiber cable network so as to reduce the cost of public administration,support delivery of secure e-Government services as well as enhance communications services in the country.
Following the successful completion of Phases I – III of the NBI/EGI Project, as part of a deliberate effort to ensure the network is able to consistently provide 99.9%, the Missing Links project was started upon. The Missing Links project details laying out of concentric rings connected through optical fiber cable that will ensure self-resilient National Communications Infrastructure.
As is the normal procedure with Government procurement that are donor funded, NITAU embarked on the Missing Links procurement process as per the World Bank guidelines for International Competitive bidding.
NITA-U was requested to respond to a letter from the Budadiri County West Member of Parliament, Honorable Nandala Mafabi. The letter sought clarification on the procurement of the Missing Links project.
NITA-U’s Executive Director, James Saaka, shared with the Parliamentary Committee on ICT that the procurement process was adhered to with the requisite quality checks along the way.
Below is a summary of the events in the procurement process that he shared:

During the pre-bid stage, all suppliers were invited to view the bid specification and it is at this stage that if a particular supplier had concerns with the bid specification detail,they would raise concern. It should be noted that no concerns were registered and this signaled the transition to the next stage of the procurement process.
It therefore infers that should have any impropriety been registered, it would have been picked up and addressed. In addition, the Word Bank uses its global technical experts to audit/review and subsequently approve the documents and the completion of each and every stage.
The Honorable Member of Parliament, Hon. Nandala Mafabi, raised additional new inquiries that prompted the Chairperson of the ICT Committee, Hon. Nyaketcho Annet,to provide guidance that NITA-U would be accorded an another opportunity to respond to these new inquiries.
NITA-U would like to reassure its stakeholders that all bid specification documentation was prepared internally by a technically competent and highly skilled team of knowledge matter experts.

Samsung Galaxy S9 and S9 Plus launch nears, Check out leaked photos, release date and price estimates
The Galaxy S9 and S9+ are both set to be released in a few weeks after Samsung confirmed that its 2018 flagship will be launched on 02.25.2018 at Barcelona’s Mobile World Congress.
However, trust Samsung to never keep their flagships from leaking to the media. The Samsung Galaxy S9 and Galaxy S9+ recently leaked and it was revealed that neither the 5.8-inch S9 nor the 6.2-inch S9+ will be significant departures from their predecessors.
According to a leak via Evleaks, pre-orders of the Galaxy S9 will begin just days later on 1 March, and the handset is tipped to start shipping two weeks later on 16 March.
The Samsung Flagships are set to be Powered by Qualcomm Snapdragon 845 in the U.S. and China, and Samsung’s own Exynos 9810 systems-on-chip in the rest of the world, the first differentiator between the S9 siblings (codenamed Star and Star 2) lies in their memory configurations: 6GB of RAM and 128GB of internal storage for the S9+, but the same 4GB/64GB pairing as last generation for the standard S9. With this distribution of basic components, Samsung is making it more difficult for users, some of whom may even want a smaller screen, to choose the basic S9 without additional trade-offs.
As the Unpacked invitation suggests, the main highlight for both the Galaxy S9 and Galaxy S9+ will be refreshed imaging hardware and software — a notion confirmed by two people briefed on Samsung’s plans. Besides motion-detected, “super slow-mo” video capture (rapid movement triggers 480fps recording at 720p), both devices are said to feature variable aperture on their primary 12-megapixel cameras. It’s a mechanical adjustment that switches between f/2.4 and smallest-in-class f/1.5.
A TechRadar source in the ‘mobile phone deals industry’, reports that Samsung’s incoming flagship will be £100 more expensive than last year’s Galaxy S8. By the same logic, the Galaxy S9+ will likely be available from £879 SIM-free.
The Galaxy S9+ adds a second 12-megapixel rear module, but this one has a standard fixed aperture. In what will be important to many, all of the phones’ rear elements are aligned vertically, instead of horizontally like the S8, with the fingerprint scanner located more naturally at the bottom of the stack. Around front, both 2018 S-series models sport 8-megapixel selfie cams. On the bottom, another welcome change: stereo speakers.

MoMoPay is MTN newest development towards a cashless economy as the service allows you pay for services at absolutely zero charges using Mobile Money. This service enables merchants receive payment for goods and services using MTN Mobile Money. It is accessible using *165*3# for both customers and merchants.
Customers use the service for free and while at it, the service reduces risk of carrying cash, No issues of small change amounts and Customers and merchants can deposit and withdraw funds from their bank accounts.
For Merchants, the service comes off an additional advantage for them and gives them additional revenue for Merchants who can earn commission by selling airtime or making payments for customers. With MoMoPay, merchants can sell airtime and earn commission, pay suppliers, pay salaries as well as transfer money to the bank.

As the government continues to focus on building the much needed infrastructure such as roads, dams, schools and health facilities in a bid to drive the country into a middle income economy by 2020, there is immediate need to widen the domestic tax base where finances to fuel this cause should be derived.
Government expenditure for the 2017/18 financial year was estimated to be UGX 29 trillion. Uganda Revenue Authority was expected to collect about UGX 15 trillion in taxes. The tax base is definitely small and the government continuously has to find external sources of money to fully finance its expenditures.
The music industry has potential to contribute to tax revenue, job creation and investment but it’s free flowing gold and honey haven’t been tapped to realize a significant rise in tax revenue. But that’s all about to come to an end, maybe.
The music industry has developed an application that could earn the government millions of shillings in tax revenue while improving the welfare of musicians.
This comes as an effort to professionalize the industry which has for so long not directly contributed to tax revenue. “We believe it’s time to start paying taxes and at the same time earn decently from our sweat” said President of save Ugandan music and Swangz Avenue Boss, Julius Kyazze.
Sauteez app was launched last year in December. Once fully operationalised, it will carry all Ugandan music and will be the sole purchase point. A song will cost UGX 1,000 locally and USD 1 for those in the diaspora. Uploading the Music on the app is free of charge. The payments are integrated on mobile money, credit and debit cards in Uganda and abroad to make it even more convenient.
On purchase of a song, the musician gets 60%, the government 18% and the remaining 22 percent is retained for maintenance of the application.
Uganda Musicians Association says there are over 500 musicians in the country and over two million records have been recorded over the past five years. Free music download sites let tens of millions of downloads to the people which if they were through the Sauteez app would fetch the government billions of shillings in tax revenue.
The only bottleneck the full operationalizing of the app faces is enforcement of the copyright laws whose infringement denies musicians and the government legitimate income. Currently the app can be used on smartphones but will be integrated for feature phones, for those who do not have smartphones.

Uber is expanding its services from four wheels to two with the U.S. based company set to be launching a motorbike taxi on-demand service in Uganda.
Following a successful launch in Uganda in 2016 and steadily seeing itself grow among Ugandan movers, Uber is set to make a new addition to the transportation sector with the launch of “UberBoda” a new service that gives riders an affordable and convenient motorcycle ride at the push of a button, through the Uber app.
‘UberBoda’ which is a replication of a pilot service in Bangkok, a city where motorbike taxis are already a popular way to beat the city’s dreadful traffic and get from A to B quicker dubbed ‘UberMoto’. Riders receive driver and bike details just as they do for other Uber rides, as well as all standard safety features before, during and after the ride.
It has not yet been confirmed when the service will be rolled out but GURU8 can authoritatively report that Uber is working on the option and are already testing it with a few select beta users. The service is already a success in some countries such as Bangkok, Thailand and India that have a wide usage of Motorbikes.
If launched, UberBoda will be a direct competition of SafeBoda the pioneer motorbike on-demand service in Uganda after it’s inception in 2014 and has since itself grow and give Uber a run for their money last year.
